“Think global act local” approach, vertical involvement of all stakeholders, and cyclically-reviewed top-down instruments and bottom-up initiatives are the top recommendations from the eseia experts to the CoR for the Environmental Implementation Review (EIR).
In response to the European Committee of the Regions (CoR)´s stakeholder consultation on the EU Environmental Implementation Review, eseia gathered its experts and issued on 23rd March 2017 a “eseia contribution for the Committee of the Regions Opinion on the Environmental Implementation Review”.
While the Alliance agrees with the scope of the current EIR and the need for specific methodologies and measurement tools on environmental issues, eseia experts agrees that local needs of each Country-Region will we preserved only with a continuous exchange between regional, national and European stakeholders. Therefore, the adoption of the “Think global, act local” vision is encouraged to allow transparent, and tailored standards for each member states, according to their economic development and environmental capacity.
In order to provide solutions to the systemic challenges posed by a sustainable environmental development of the EU, all societal stakeholders, from citizens to European government bodies, should be involved. Furthermore, before pursuing the implementation of environmental objectives, the EIR should take into account the horizontal impact such targets could have on every area of society. Finally, a key element that eseia experts have identified to ensure sustainable environmental development in the EU is the adoption of a systemic reviewing approach.
